SRINAGAR: PDP and BJP are tantalizingly close to sealing the deal on forming government in Jammu and Kashmir with just one word, "withdrawal", remaining the roadblock. That of the two contentious issues—withdrawal of Armed Forces Special Powers Act from the Kashmir valley and abrogation of Article 370—which have held up the alliance from being formalized, the latter has been resolved as of now.

The common minimum programme, however, will mention that we disagree with PDP on the issue, BJP member privy to negotiations between the two parties.BJP is hoping to get similar accommodation from PDP on its demand for withdrawal of
AFSPA. We are hoping PDP will also take a step further just as we have on Article 370. The disagreement is on withdrawal. We want that for the sake of governance, PDP accepts to maintain status quo on the issue as of now and let the Centre decide the fate of AFSPA. We are hoping they will come on board by Monday.
The common minimum programme would also incorporate BJP's position on West Pakistan refugees' issue and delimitation of assembly constituencies. After the CMP is sealed, BJP's top leadership, including Prime Minister Narendra Modi, would discuss how power would be shared with PDP in terms of either dividing chief minister's tenure between the two parties or have a deputy CM from BJP. One of the PDP interlocutors sounded more optimistic. That the 'deal was done' and the new government would in place by the end of this month. Asked about the 'contentious' issues, "Yes, main agreement has been reached on the draft of the CMP on contentious issues like Article 370, AFSPA and the plight of West Pakistan refugees.".Prior to the swearing-in, February 24, Mufti Moahmmed Sayeed and Narendra Modi may meet.
